October 1, 2020 – Public Engagement Meeting for the former Oakland Army Base
Conducted by Port of Oakland, the meeting was a follow up to meeting held June 2019.   The Port heard from community leaders and port stakeholders.   Breakout meetings were discussions on Oakland Army Base development and projects including Howard Terminal.  Information can be found https://www.portofoakland.com/files/PDF/OAB%20PEP%20FINAL%20June%202019.pdf   Next meeting will be in January 2021.
 
October 13, 2020 – PCNC Harbor Trucking Update
Stas Margaronis with Propellor Club of Northern California (PCNC) hosted a meeting with Harbor Trucking Association’s Weston LaBar and Scott Taylor (with GSC Logistics).   Very substantive updates on:
  • Labor shortage – lack of skilled labor to handle current volume
  • Vessel bunching – off schedule vessels (delays from LA/LB) creating mini-surges at terminals for imports as well as delaying export departure at Oakland
  • Night Gates – inconsistent night-gates disrupting truck schedules
  • Parking/Storage – Port needs to address current and future truck parking to accommodate peak surges
  • Chassis Challenges – increased dwell times creating shortage and contributing to congestion
  • Appointment systems/eModal – eModal system outages and appointment issues causing delays/disruption
  • Howard Terminal – Port needs to understand the importance of Howard Terminal as auxiliary staging/parking location and full Seaport Compatibility Study needed to counter Oakland As land grab on maritime designated areas
  • External Threats from CARB clean truck/fleet rules, AB5, Trade and Prop 15 concerns
Bright potentials for Oakland port were on possible first/only port of call through eCommerce and with highlighting Port facilities such as Cool Port and serving as alternative to SoCal congestion during peak season.
 
October 15, 2020 – Port Efficiency Task Force (PETF)
Port of Oakland PETF agenda included maritime updates on truck management plan, truck parking, marine terminals, and chassis situation.   Executive Director Danny Wan and Maritime Director Bryan Brandes opened meeting and Business Development Manager Andrew Hwang reported decrease in blank sailings with September volumes significantly up.    Updates from Marine Terminal operators included OICT’s news on new cranes end of November and Matson’s new vessel callings.    ILWU and Pacific Maritime Association reported shift of 100 casual labor transitioning to permanent standing.   Chassis providers attempting to reposition equipment from Midwest.   An update was giving on Howard Terminal which prompted a number of stakeholders to caution the detriment to maritime business should a ballpark be allowed to be built at Howard.
 
October 27, 2020 – Trade Facilitation Committee
Surprising news on possible second BART tube and separately, a pedestrian bridge from Alameda to Jack London Square.    CBFANC is grateful for TFC – helmed monthly by Fred Hoskings with Hoyt Shepston – for communications from maritime agencies.
