New Agriculture Pop-up Container Yard Opens March 7th in Oakland

  here are the basic details on pop-up yard at Howard Terminal:
  • Yard providing empty containers for providing export loads
  • Yard accepting empty import containers without appointment*
  • All carrier interchange agreements apply
  • Reefer plugs on site to provide for pre-trip bookings
  • Bookings should be made requesting empty from Howard Terminal Yard
  • No chassis on site
  • Two top picks on site for accessing stacked empties
  • Primarily for but not exclusive to agricultural export loads
  • USDA has allocated incentive of $125 per container for Agriculture exporters
  • Yard operating Monday-Friday 0700 to 1700
  • Yard is intended as non-appointment
  • If successful, extended hours will be evaluated
  • Pacific Crane Maintenance Company (PCMC) will operate yard
* Port of Oakland requested and most ocean lines confirmed participating.   True-stop for import empties provides a solution to returning empties to stop D&D and promising for freeing space at terminals. 
 
The pilot program follows others in southern California and Pacific NW to provide temporary and long-term solutions to alleviate port congestion.  As outlined in Port of Oakland’s January 3rd Press Release:
  • Asset management including availability of containers and chassis used to transport them over the road
  • Port to set up inland port operations, including off-dock container yards; and
  • Long-term supply chain strategies and increased investment in critical port infrastructure.
 
The promise of this pop-up yard to provide empty container for Agriculture export loads is to also benefit termination of empty import containers.  The ability to return empties to stop D&D as well as avoid recent terminal requirements for dual transactions is a good side benefit to assist recent congestion headaches.  Port of Oakland will update with additional information as yard start operations and CBFANC Ocean Committee will provide updates accordingly.   Should you have questions or comments on this or other ocean concerns, please contact  ocean@cbfanc.org
