New ACE Programming
CBP is rescheduling the last primary deployment of core trade processing capabilities in ACE which had been scheduled for July 8, 2017. This deployment includes liquidation (with the exception of the previously deployed electronic posting of the Notices of Liquidation on CBP.gov), reconciliation, drawback, duty deferral, collections and the Automated Surety Interface (ASI).
We have been conducting ongoing, rigorous testing to ensure these capabilities will operate successfully. Our latest efforts have revealed areas specific to collections that are in need of further testing before these capabilities can be deployed. Consequently, we are postponing the July 8, 2017 deployment, and are in the process of replanning. We will communicate further information as soon as possible.
The rescheduled deployment date will be published in a Federal Register Notice at least 30 days in advance of the actual deployment/mandatory transition.

L.A./Long Beach port strike ends with rally at Los Angeles City Hall
Courtesy: TheTrucker.com LOS ANGELES – A week-long strike by truck drivers and warehouse workers at the port complex at Los Angeles/Long Beach ended Friday in a rally on the steps of Los Angeles City Hall.
Striking workers “and their allies” then proceeded into Los Angeles City Hall to deliver nearly 10,000 petition signatures calling on officials of Los Angeles and Long Beach to “end indentured servitude at the ports they oversee,” according to www.JusticeforPortDrivers.org, a site carrying the Teamsters’ port division logo. USDA Reviewing Electronic Import Inspection Information Collections
Courtesy: Sandler, Travis & Rosenberg Trade Report The Department of Agriculture’s Food Safety and Inspection Service is accepting comments through July 31 on the proposed extension without change of information collections regarding electronic import inspection.
FSIS requires foreign governments to submit information in addition to the foreign establishment and inspection certificates for foreign establishments to be permitted to export product to the U.S. The additional information required with the foreign establishment certificate includes the type of operations conducted at the establishment (e.g., slaughter, processing, storage, exporting warehouse) and the establishment’s eligibility status (e.g., new or relisted (if previously delisted)). Additionally, slaughter and processing establishment certifications must address the species and type of products produced at the establishment and the process category. The additional information required with the foreign inspection certificate includes the species used to produce the product; the source country and foreign establishment number, if the source materials originate from a country other than the exporting country; the product’s description, including the process category, the product category, and the product group; the addresses of the consignor and consignee; the names and addresses of the importer and exporter; and any additional information FSIS requests to determine whether the product is eligible to be imported into the U.S.
Applicants that do not file this information electronically can continue to submit paper applications to FSIS inspection personnel at an official import inspection establishment. The import inspection application (form 9540–1) must be provided to FSIS in advance of the presentation of the shipment at the inspection establishment. FSIS also requires inspection establishments to develop, implement, and maintain written sanitation standard operating procedures. |
