Thanksgiving Day Reflections

Officer Steve Baxter, Assistant Port Commissioner (above), recently spoke at the Propellor Club Luncheon on November 7th.  Q&A after his presentation featured some discussion about the CBP mission at the southern border and the challenges they have faced this year.

We wish to extend our thanks to the men and women of CBP who provided humanitarian aid to the many thousands that flooded our southern border this year.  Many CBP officers provided toiletries, clothing and other articles that they purchased out of their own pockets.  These charitable actions by CBP officers--in tandem with their mission to secure our border--truly put forth "one face at the border" that reflects the compassion and generosity of our great nation. For that we are truly grateful.

Objections Raised to New Oakland As Ballpark

 Port of Oakland on the Waterfront:
On November 7, 2019, Port of Oakland conducted a Seaport Compatibility Measures conference at the Waterfront Hotel.  The conference offered a chance for port stakeholders to provide feedback and contemplate on a ballpark at the waterfront.    Participants included members from Longshore and Bar Pilot unions, Ocean Carriers and Terminal Operators, Trucking Associations and Port Truckers, Importers and Exporters, port facilities, Railroad and Pacific Merchant Shipping Association.  CBFANC board members John Lee and Evey Hwang represented Port brokers and forwarders.

Port of Oakland meets with Truckers Working Gourp

   Port of Oakland Truckers Working Group
 
At a November 18th meeting, the Port announced a new project called Eagle Rock which poses possible complication for the Port.   Also known as Polaris Materials, the company plans to use land previously occupied by Ports America where they will operate a bulk marine terminal for sand and aggregates. This project will need Environmental Impact Reports.  Also, Oakland drayage and area residents are very concerned about dust and other pollutants that will come from this new bulk terminal.   Information on Eagle Rock:

Other news include requirements, mandatory for January 2020, for truckers to register for STEP, the Secure Truck Enrollment Program.

All licensed motor carriers are now included under AB5, Owner Operators will need to register by January 1, 2020.

Roanoke Trade Presentation: Section 301 and Broker Liabilities, Nov 7th Seminar

Great presentation by Patrice Lafayette and Terry Cummings of Roanoke Trade Services!

Section 301 Tariff Increases have had a huge impact on Customs bonds, with a record number of bond insufficiency notices being issued by U.S. Customs.  Below, Patrice Lafayette provided critically important data on bond liabilities, and financial repercussions for both brokers and importers.




The morning seminar concluded with a presentation by Terry Cummings concerning the risks and liabilities that brokers and forwarders face in today's business environment.  Guidelines were provided to help us identify "red flags" and how to correctly respond to complaints, claims and potential problems.  Information was also provided regarding contract review safeguards (beware of inexact terms; outline all parties' responsibilities).

eModal update:   On November 26th, CBFANC and others met with Rawad Hijazi, eModal/Advent Customer Success Manager.  We learned the previous week’s eModal access issues were not “maintenance” issues but rather a result of eModal’s migration to a new cloud platform.  EModal advised that they are working on better and more effective communications with the trade.  EModal is also building enhancements to improve user accessibility.  With several upgrades queued for December and into 2020, eModal will prompt users to use a Single Sign On (SSO) and that enhancements to SSO will allow users to authorize “read-only” access for account tracking/clients.  A welcomed development is that eModal is building a new help section and customer service team.   Scheduled for first quarter 2020:  eModal will link with dispatch systems to offer watchlists for pending, booked and confirmed transactions.   The new systems will also include attributes for errors.  Below is a link to the recent presentation given in LA/LB.  CBFANC will work with Truckers Working Group to offer a similar workshop in early 2020.   If any questions or concerns in meantime, please contact Ocean Committee at info@cbfanc.org
